The Florida Commission on Offender Review, formerly known as the Florida Parole Commission, is looking to fill the Commission Investigator– CS . The Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

POSITION DESCRIPTION

• This is professional a work position that entails travelling to and conducting violation of post-prison supervision hearings, inmate interviews, and clemency investigations within the region. The investigative reports are then provided to the Commissioners of the Florida Commission on Offender Review (FCOR), and in the case of clemency investigations, the Board of Executive Clemency. Please note this may be a telecommuting position.

EXAMPLES OF WORK

• Conducts probable cause (parole only) and final violation hearings for alleged parole, conditional release, addiction recovery, conditional medical release, and control release violators. Provides violators with an initial interview to advise them of the charges and their due process rights and assess the need for appointed legal counsel for the alleged violator. If a hearing is requested, schedules the hearing, obtains witness information, issues subpoenas to secure the attendance of witnesses and the production of documents, etc. After the hearing is conducted, types the violation hearing summary, makes a finding, and a recommendation to FCOR Commissioners. Also conducts courtesy interviews and probable cause hearings for other states pursuant to the Interstate Compact Agreement.
• Conducts comprehensive confidential clemency investigations for the Board of Executive Clemency for applicants seeking various types of clemency (example: firearm authority, pardon, commutation of sentence, remission of fines and forfeitures, and restoration of civil rights). These investigations, which are reviewed by the Florida Commission on Offender Review prior to submission to the Board of Executive Clemency, provide a broad picture of the applicant's history and activities. This position also conducts Restoration of Civil Rights Investigations without Hearing, which includes verifying the status of pecuniary penalties and restitution and determining whether the individual is eligible for clemency consideration under the Rules of Executive Clemency.
• Performs interviews and investigations in connection with inmates who are eligible for parole consideration. This includes, but is not limited to, analyzing inmate prison files, interviewing inmates in the State of Florida prison system, conducting restitution investigations, contacting victims for input and to advise them of their right to participate in parole proceedings, conducting pre-parole investigations to make recommendations regarding the suitability of proposed release plans, and conducting courtesy interviews for other states pursuant to the Interstate Compact Agreement.

MINIMUM REQUIREMENTS:

• A bachelor's degree from an accredited college or university.
• Four years equivalent work experience can substitute for the college education.

Preference may be given to applicants that possess a bachelor’s degree or higher from an accredited college or university.
