This position is pending Department of Finance approval.

This position offers an exciting opportunity to participate in delivering a new Comprehensive Child Welfare Information System (CCWIS) with Child Welfare Digital Services (CWDS), a unique collaboration involving the California Health and Human Services Office of Technology and Solutions Integration (CalHHS OTSI), the California Department of Social Services (CDSS), and California's Counties and Tribes.

Child Welfare Digital Services (CWDS) is a collaboration of California State and local government agencies aimed at supporting our shared stakeholders through technology to ensure the safety, permanency, and well-being of children at risk of abuse, neglect, or exploitation. CWDS is responsible for maintaining and operating the existing Child Welfare Services/Case Management System (CWS/CMS), as well as developing its replacement, the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES).

The goal of the CWS-CARES Project is to build a Comprehensive Child Welfare Information System (CCWIS) that complies with state and federal regulations and policies, replacing the CWS/CMS, the Licensing Information System (LIS), and the Field Automation System (FAS). This large and complex project involves an integrated resource model with contributions from multiple entities, including the Office of Technology and Solutions Integration (OTSI), the California Department of Social Services (CDSS), the County Welfare Directors Association (CWDA), and subject matter experts from county welfare departments serving as consultants and core constituents.

Under the broad administrative and policy direction of the CWDS Assistant Deputy Director, the Information Technology Manager II (ITM II) will serve as the Director of Security and Infrastructure. The key responsibilities for this role include:

• Provide strategic direction and leadership for enterprise security and infrastructure operations.

• Oversee the development, implementation and enforcement of security policies, procedures, and standards.

• Direct the design, implementation, and maintenance of enterprise-wide IT infrastructure.

• Develop and enforce IT security and infrastructure governance frameworks.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Expert knowledge of Information Security Concepts, Issues, and Best Practices.
  • Information Security Certifications (CISSP, CCSP, CISM, CEH, or any other equivalent) in active status.
  • Expert knowledge and experience in architecture System Security Plan using NIST Frameworks.
  • Experience with Information Technology and leading multidisciplinary IT teams.
  • Expert level experience with both physical infrastructure and cloud environments.
  • Expert analytical skills to evaluate current security practices, identify compliance gaps, and propose remediations.
  • Experience in leading penetration tests.
  • Knowledge of publications such as NIST, FedRAMP, FIPS, etc.
  • Experience with multiple vulnerability scan tools.
  • Experience applying federal, state, and/or local security policies and procedures to technology projects.
  • Working knowledge of Infrastructure as a Service platforms such as AWS.
  • Working knowledge of Security Event Monitoring tools such as Splunk.
  • Develop and implement the security policies and procedures.
  • Collaborate with stakeholders to develop and understanding of all project, Federal, State, and County, security policies and procedures.
  • Application of security policies that meet California State requirements and National Institute of Standards & Technology (NIST) security standards.
  • Experience overseeing security risks and issues management activities.
  • Experience leading vendors and contractors on developing security architecture and creating security processes, evaluating deliverables for acceptance, and resolving security questions throughout the project cycle.
  • Knowledge of Salesforce and Cloud based platforms.

This position is designated as required to file a Statement of Economic Interest (Form 700) under the California Health and Human Services Agency Conflict of Interest Code. The position is responsible for the making, participating in the making, or using his or her official position to influence the making of governmental decisions that may potentially have a material effect on his or her personal financial interests. The appointee is required to complete a Form 700 within 30 days after his or her appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
